Overview The $266.9 million spent during 1995-1996 sets a new record for total lobbying expenditures and continues a consistent trend of ever increasing costs. (See the Preface for technical explanations of "lobbying expenditures.")

Total lobbying expenditures for the last four legislative sessions are:
1989-90 $193,575,480 Total lobbying expenditures for the 4th quarter of 1996 (October 1 through December 31, 1996) were $30.4 million. Among the top ten lobbyist employers for 1995-1996, Western States Petroleum Association spent the most. The Association's total two-year lobbying expenditures were $3.9 million. Western States Petroleum Association also headed the list of top ten lobbyist employers for the 4th quarter of 1996 by spending the most on lobbying activities during the three-month period--$625,905. Among the top ten lobbying firms for 1995-96, Carpenter, Snodgrass & Associates received the most payments during the two-year period--$5,093,372. Kahl Associates, Ltd. received the most payments ($717,757) among the top ten lobbying firms for the 4th quarter of 1996. Lobbyist Employers - Each lobbyist employer may be located by first selecting the appropriate industry group classification. Employers are listed alphabetically within their respective group classifications. Lobbying expenditures identified for each employer are: total expenditures for 1995, expenditures for each quarter of 1996, and cumulative total expenditures for 1995-1996. Top 100 Lobbying Firms - Each of the 100 lobbying firms that received the most payments during 1995-1996 is listed alphabetically. Each firm's lobbyists and clients are identified along with the total payments received by the firm as well as the individual payments the firm received from each client. All payments received are broken down according to: total payments for 1995, payments for each quarter of 1996, and cumulative total payments for 1995-1996.
